    This number called repeatedly, when I asked who I am speaking to they put the phone down in my ear without responding.

This is the exact number of rings that all the cold calling / robo call / automated dialling systems use before they terminate the call in order to then try again later. I only ever answer my phone after 4 rings if it is an unknown number.
